What is
National
Development Strategy
and Plan 2030?

National Development Strategy and Plan 2030 is a long-term development strategy of Kosovo which also has an implementation plan for the next three years. Its purpose is to set the general direction which aims at improving the well-being of our people and country so that Kosovo would become a better place for people living, working and doing business and defines how these aims will be achieved. It guides policymakers in every policy area in providing a framework in which to take decisions that help us getting closer to a desirable future.

What does
NDS 2030
consist of?

NDS 2030 consists of four pillars, each covering a series of interconnected sectors. Each pillar relies on the situation analysis which describes the issues and opportunities that the NDS addresses. There are development and strategic goals which show the desired state of affairs, and these are measured through performance indicators. Each performance indicator has a baseline (where we stand in 2022) and targets to show where we want to be by 2030 but also earlier to track the progress and make necessary corrections.

NDS 2030 will be implemented through sector strategies and their action plans, programmes, and the state and municipal budgets. Both the EU integration agenda and the Government programme are reflected in the NDP.

NDP 2030 was prepared by the Office of the Prime Minister in co-operation with all the ministries and consulting many other stakeholders. The process consisted of 4 phases:

  • In Phase 1 of 4, situation analysis was carried out (SWOT analysis consisting of Strengths, Weaknesses, Opportunities and Threats), which served as the basis for identifying priority areas of intervention.

  • In Phase 2 of 4, Thematic Working Groups were established in late 2021 and their role was to validate the situation analysis and priority needs. Next, development and strategic goals were developed along with performance indicators, targets and established baselines. Also, partners from outside the government, such as NGO-s, business community representatives, and donors were involved in this work.

  • In Phase 3 of 4, the National Development Strategy 2030 was drafted and presented for public consultation.

  • In Phase 4 of 4, the Operational Plan was developed for 2023-2025 by all ministries to specify how the objectives will be met. Measures and actions were defined to inform on what needs to be done to accomplish the objectives and targets.
